The TracRac TracONE truck ladder rack system can be used with a crossover tool box by using their Toolbox Mount Kit # TH41000. The kit works with the ladder-rack base and mounting clamps that are included with your TracONE rack and lets you mount your toolbox without having to drill into your truck's bed rails, just the tool box.

I may have a solution for you, but unfortunately there is not a tonneau cover that's going to work with a toolbox that small; the only option available to fit a tool box is the Access Toolbox Edition Soft, Roll-Up Tonneau Cover # A62329 which fits with 19"-21" wide tool boxes that extend over the sides of the truck bed. This particular cover would not be compatible with a 12" wide tool box.

I may have a solution for you, but as of April 2021 there are not any powered retractable tonneau covers that are available for a 2021 GMC Sierra 3500 DRW. I'll add that I do believe you might have issues finding a transfer tank/tool box combo that is short enough to fit under a tonneau cover and also does not interfere with the cannister on a retractable cover. The Ram Box feature is not ideal on a short-bed truck that will do 5th wheel towing due to the chance for interference but we have heard of successful Sidewinder installations.
